Global Headquarters Program IHQ
The International Headquarters (“IHQ”) scheme is designed to encourage companies to use Singapore as a base for their headquarters management activities to manage, supervise and conduct their operations and business at their regional and global headquarters. This incentive is available to Singapore-registered companies that provide corporate support and headquarters-related services and business expertise on a regional and global basis. Income derived from headquarters activities can enjoy tax exemption or a concessional tax rate of 5% or 10%. The tax exemption period may range from 5 to 20 years, depending on the extent of the applicant's commitment.

Applicants must be, or belong to, a well-established group in their respective business sectors or industries and meet standard scales in terms of equity, assets, employees and business shares. The company must be the center of the senior management organizational reporting structure of the main activities, with clear management and control of its activities.

The applicant company must establish strategic functions in Singapore that are sufficient to contribute to Singapore's economy, such as a headquarters function to manage and coordinate the business of branches in at least three countries;

Applicants must be, or belong to, a well-established group in their respective business sector or industry and meet the standard size in terms of equity, assets, employees and business share.

The company must be at the centre of a senior management organisational reporting structure for its principal activities, with clear management and control over its activities.

Managers, professionals or technical support staff employed by the applicant company need to have a Singapore background when operating from the Singapore headquarters.
